No shipper or his agent shall engage in the transport of dangerous goods either by sea or by air, unless he has been trained to handle such transport.

As per the Regulation of the Director General of Civil Aviation, Government of India -

"No person shall engage himself by any means in the transport of dangerous goods by air unless he has undergone proper training in accordance with the technical instructions for safe transport of Dangerous Goods by air issued by ICAO."
